Customs Violations Rise in Ukraine: Nearly 5,000 Cases Recorded in the First Five Months of 2026

During the first five months of 2026, Ukrainian customs officers recorded a significant increase in the number of violations of customs rules. According to the State Customs Service of Ukraine, since the beginning of the year, 4,986 cases of violations were detected for a total amount of about UAH 2 billion.
Statistics show an increase in illegal attempts to move goods, vehicles and currency values across the state border. Compared to the same period last year, the number of such violations increased by 22%, which indicates an increase in challenges for customs control and the need to further improve mechanisms for combating smuggling and other violations.

What goods do Ukrainian customs officers most often seize?
One of the key areas of work of customs authorities remains the identification and seizure of objects of violations.
Over the five months of 2026, customs temporarily seized property for a total amount of UAH 255 million in 2,018 cases. The largest share of the seized items was industrial goods.
The structure of the seized property looks like this:
- Industrial goods - UAH 188 million;
- Food products - UAH 35 million;
- Vehicles - over UAH 27 million;
- Currency - about UAH 5 million.

Experts note that the most common violations remain failure to declare goods, concealment of products from customs control, submission of documents with false information, and illegal movement of cash across the border.

Thousands of cases have already been transferred to court
An important part of the fight against customs offenses is the judicial review of cases.
As of June 2026, customs authorities transferred 2,771 cases of violations of customs rules to courts. The total value of the objects of the offenses in these proceedings exceeds UAH 1.6 billion.
Based on the results of the consideration, the courts have already made decisions to impose fines and confiscate property worth almost UAH 5.2 billion. This figure significantly exceeds the value of the goods directly seized, since the legislation provides for financial liability in the form of fines, multiples of the value of the objects of the offense.
In addition, in 468 cases, customs authorities applied administrative penalties in the form of fines in the amount of UAH 15 million. In fact, UAH 25 million has already been collected from the budget, including fines imposed in cases of previous periods.

Why is the number of customs violations increasing?
Experts attribute the increase in the number of recorded violations to several factors at once.
First, active international trade and passenger transportation continue. Secondly, customs authorities continue to digitalize control procedures and implement risk-based analysis systems that allow for more effective detection of potential violations.
Also, a significant role is played by the deepening of cooperation between Ukrainian customs and European partners. The exchange of information between control authorities of different states helps to more quickly detect illegal schemes for the movement of goods and evasion of customs payments.
