The 2026 state budget provides for a significant increase in funding for student grants. According to the Ministry of Finance of Ukraine, 6.6 billion hryvnias have been allocated for academic and merit-based scholarships, which is 1.2 billion more than last year. As a result, student grants will double.


When will scholarships be increased in Ukraine in 2026?


The new calculation rules will come into force at the start of the new academic year. The official increase will take effect from 1 September 2026. These major changes will affect both students at higher education institutions (universities, academies, institutes) and students at pre-higher vocational education institutions (colleges).


Scholarship amounts at universities (higher education institutions) in 2026


Students at higher education institutions will see the most significant increase. Basic and merit-based payments now stand as follows:


▪️The minimum academic scholarship will rise from 2,000 to 4,000 hryvnias per month.

▪️The enhanced academic scholarship (for outstanding academic achievement) will increase from 2,910 to 5,820 hryvnias.

▪️Sector-based scholarships (for priority specialisations) will amount to 5,100 hryvnias as a base amount and 7,420 hryvnias for students with top marks.


Prestigious named awards will also see a significant increase. The President of Ukraine’s Scholarship will reach a record 20,000 hryvnias (previously 10,000 hryvnias). The payment from the Verkhovna Rada will be 8,800 hryvnias, and from the Cabinet of Ministers — 8,000 hryvnias.

What will the scholarship be like at college


For students at pre-higher vocational education institutions (colleges), a proportional twofold increase in all types of payments is also envisaged:


▪️The standard academic scholarship will rise from 1,510 to 3,020 hryvnias.

▪️For outstanding academic achievement, college students will receive 4,394 hryvnias (instead of 2,197 hryvnias).

▪️Sector-specific scholarships will increase to 3,860 hryvnias, whilst top students in specialised fields can expect 5,618 hryvnias per month.


Personal scholarships for college students have also been revised. The amount of the presidential scholarship has been set at 15,200 hryvnias, whilst the payment from the Verkhovna Rada will be 6,640 hryvnias.

What average mark do you need to qualify for an academic scholarship?
Scholarships are awarded on a merit-based system. Only students studying on state funding who fall within the scholarship quota (usually the top 40–45% of students on a particular course within a specific specialism) receive payments. To be eligible for a place in the ranking at all, a student must complete the term with an average mark of at least ‘4’ (75 marks out of 100). To receive an increased scholarship, you must have exclusively excellent marks (90–100 marks).
