The Ministry of Education and Science of Ukraine has announced major changes to the high school education system. Starting in 2027, high school students will be able to independently choose their area of study based on their own interests and plans for the future.
We’ll explain how the new model will work, how many specialized tracks will be available, and what will change in the traditional “class system” in this article.

What will change in high school starting in 2027?
The Ministry of Education and Science plans to introduce a specialized learning model for high school students. The main idea behind the reform is to give students the opportunity to focus on subjects that match their abilities and career aspirations. Instead of a standardized curriculum that is the same for everyone, high school students will have the right to design their own individual educational path.
The traditional system, in which the entire class studies the same set of subjects, will be retained only partially. Core subjects—including Ukrainian language and history—will be taught in the usual classroom format. For specialized subjects, however, students will be divided into groups based on their chosen tracks.

10 Specialized Tracks for High School Students
The reform calls for the introduction of ten specialized tracks. The spectrum covers a wide range of fields—from information technology to construction. This will allow students to gain in-depth knowledge in their areas of interest as early as high school.
Key principles of the new model include:
- each student’s independent choice of a specialized track;
- the retention of required core subjects for all high school students;
- the formation of learning groups based on interests instead of a single homeroom class;
- the availability of 10 different tracks covering both academic and applied fields;
- the opportunity for in-depth study of subjects related to their future profession.
How will the interest-based group system work?
The traditional model, in which students in the same class spend the entire school day together, will undergo significant changes. For core subject classes, students will continue to learn as part of their class. However, for specialized courses, separate groups will be formed based on the chosen track.
This approach brings Ukrainian high schools closer to models already in place in many countries across Europe and the world. Students will be able to gain knowledge among like-minded peers, which boosts motivation and the quality of learning.
