The President of Ukraine has signed a new law on compulsory motor insurance, which provides for a gradual increase in insurance amounts and establishes prompt payment of claims to injured persons. Find out more about how the new law will affect motorists in Ukraine

On June 17, Volodymyr Zelenskyy signed a law on compulsory insurance of civil liability of owners of land vehicles (CTP). The Verkhovna Rada adopted this draft law at a meeting on May 21, 2024.

Details of the new law on compulsory motor insurance


The new law will increase the amount of insurance amounts (the maximum amount of insurance payments) to the amounts applicable in EU countries. It also provides for the prompt payment of guarantee payments to injured persons for bankrupt insurers (60 days).

The possibilities for checking the policy of compulsory motor third party liability insurance will also be expanded. From now on, representatives of the National Police will have the right to check the availability of an MTPL policy during traffic control, including by means of auto-fixation. The same right will also be granted to border control officers, regardless of the place of vehicle registration.

Another important detail is that Ukrtransbezpeka will check the availability of an insurance policy during state supervision.

The new law provides for the introduction of free pricing of insurance contracts, so insurance companies will be able to set prices for their products independently, taking into account the individual situation of each client. This innovation will help to promote the market method to ensure that consumers receive better services.

The conditions for privileged categories of car owners will also change. It is planned to introduce a 50% discount on one MTPL policy for all privileged categories.

A new system of direct loss adjustment for all insurance companies will allow for efficient calculation of insurance claims. Now, when calculating insurance payments, the depreciation of the vehicle will not be taken into account. 

Insurance companies should encourage their customers to make payments immediately at the service station. They should provide a choice of 3 service stations within 150 km of the owner's place of residence. If the vehicle is "under warranty", then at the request of the victim, an authorized service center of the respective manufacturer must be identified. If the injured person refuses to pay at the service station, the insurer or MTIBU must make the payment to a bank account.

The new law will abolish the limits of insurance indemnity under the European Protocol, which currently amounts to UAH 80,000. Now it will be within the sum insured, unless the NBU sets maximum payout amounts.


Earlier we reported that the European Union has decided to expand the rules of fines for foreign drivers on its roads.


All of the above provisions of the new law will come into force on January 1, 2025.
