“eOselya” for Service Members and Veterans: How to Get a 3% Mortgage and Buy a Home?

The ‘eOselya’ government program allows service members and veterans to purchase their own homes on preferential terms. Find out who is eligible for a 3% or 7% mortgage, what types of homes are available for purchase, and how to apply through “Diia”

Servicemembers and veterans in Ukraine can purchase their own homes on preferential terms thanks to the government’s “eOselya” program. For certain categories of servicemembers, a mortgage is available at 3% per annum—the lowest rate among all program participants.


Citing the Ministry of Veterans Affairs, we explain who is eligible for the program, what types of housing can be purchased, and how to apply.

Which military personnel are eligible for a 3% mortgage?


The preferential rate of 3% per annum is available to military personnel who fall into the following categories:

● military personnel serving under contract;

● military personnel called up for military service under mobilization.


It is precisely for these categories of program participants that the most favorable lending terms are provided, making it possible to purchase their own home with minimal financial burden.

What types of housing can be purchased under the eOselya program?


Program participants can purchase either an apartment or a single-family home. The program applies to housing on the secondary market, in new developments, and in properties currently under construction. However, the property must meet the program’s requirements. Specifically, the property cannot be located in temporarily occupied territories or in areas of active hostilities.


There are also restrictions on the maximum size of the property:

● apartment — up to 115.5 m²;

● single-family home — up to 125.5 m².


These requirements apply regardless of the number of family members of the borrower.


By the way, after purchasing a home, it’s important to ensure it’s protected. Ukrainians can take out express property insurance online via Visit Ukraine in just a few minutes, which allows them to protect their apartment or house from unforeseen risks without a lengthy paperwork process.




How do I apply to participate in the eOselya program?


You can apply remotely through the Diya app. To do this, you need to:

1. Open the “Services” section in the Diya app.

2. Select the “eOselya” service.

3. Fill out the application to participate in the program.

4. After preliminary approval, select a partner bank.

5. Submit the required set of documents to the bank to process the mortgage loan.


After reviewing the documents, the bank makes a final decision on granting the loan.


Can veterans take advantage of the eOselya program?


Yes. The program also applies to veterans and family members of fallen defenders.

The following individuals may apply:

● combat veterans;

● individuals with war-related disabilities;

● families of fallen or deceased war veterans, as defined by Article 10 of the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection”;

● families of fallen or deceased Defenders of Ukraine.


Separate loan terms are provided for this category of applicants.


What are the mortgage terms for veterans?


Veterans and family members of fallen defenders can obtain a loan under the following terms:

● a fixed interest rate of 7% per annum;

● a loan term of up to 20 years;

● a minimal down payment;

● the option to apply online;

● a simplified and straightforward application process.


You can apply through the Diya app in the section: “Services” → “Veteran PRO” → “eOselya.”


After completing the application form, the applicant must wait for a decision regarding participation in the program.
