Work abroad in 2026 can be counted towards pensionable service in Ukraine, but only if there are international agreements and proper confirmation of employment periods. Ukrainians who work or have worked abroad are increasingly asking: will this period affect their future pension in Ukraine? The answer depends not on the fact of work itself, but on international agreements between states.
In response to a request from RBC-Ukraine, Deputy Chairman of the Board of the Pension Fund of Ukraine Tetyana Korol reported that the experience gained abroad can be taken into account, but the mechanism for its inclusion varies depending on the country of employment.
In 2026, the international pension accounting system became more digitalized: more and more countries are switching to electronic exchange of data on insurance experience, which simplifies confirmation of periods of work without paper certificates.

Two key principles of counting foreign experience
1. Proportional principle
According to this mechanism, each country pays a pension only for the period that a person has worked on its territory. That is, the experience is not “mixed”, but is divided between states. If a person does not have enough experience for a pension in one country, periods of work in other states that have signed the relevant agreement can be taken into account.
2. Territorial principle
In this case, the pension is assigned by the person’s country of residence. It takes into account all the work experience obtained in the countries participating in the agreements, including individual historical periods of work.

With which countries does Ukraine have agreements?
Ukraine has various international agreements on pension experience. The most common are agreements based on the proportional principle, in particular with:
- Poland
- Czech Republic
- Spain
- Portugal
- Lithuania
- Latvia
- Estonia
- Slovakia
- Bulgaria

There are also agreements based on the territorial principle with:
- Moldova
- Georgia
- Azerbaijan
The old international agreements with Mongolia, Hungary and Romania are also preserved, which Ukraine implements as the legal successor to previous agreements.
In addition, agreements with Germany, Israel and Moldova are at the ratification stage, which in the future may further simplify the accounting of seniority for labor migrants.
