Ukrainians who have worked outside their home country are fully entitled to have those years counted toward their future benefits. However, this procedure has its nuances. Does Work Abroad Count Toward Employment History?


Years of work abroad can indeed be counted toward a Ukrainian citizen’s total employment history. The key condition for this is the existence of a signed international agreement between Ukraine and the country where the person worked. The mechanism for combining years of service and the procedure for future pension payments depend specifically on the terms of that particular agreement.


How pensions for work abroad are calculated


In international practice and Ukrainian legislation, there are two main approaches to calculating such pensions: the proportional and the territorial approaches. Which one is applied depends entirely on the specific agreement in effect between the countries.


Proportional Calculation Principle Under this approach, each country pays the retiree only its share of the funds—strictly for the years the person officially worked on its territory. If the accumulated length of service in one country is insufficient to qualify for an old-age pension, the pension fund may take into account the period of work in another country so that the person becomes eligible for benefits.


Territorial principle of calculation This approach works differently: pension benefits are paid in full by the country in which the person actually resides at the time of retirement. In this situation, the country of residence takes into account absolutely all the work experience the retiree has accumulated in any of the countries participating in the agreement. In addition, under this approach, years of work during the Soviet era are also counted toward the total length of service.
