Exam Registration at the Ministry of Internal Affairs Service Center: Quotas, Deadlines, and E-Registration Rules

Obtaining a driver’s license requires passing a written and a practical exam at a regional service center (RSC) of the Ministry of Internal Affairs. Recently, the website of the Main Service Center of the Ministry of Internal Affairs of Ukraine published guidance regarding the rules for registering for exams, specifically concerning limits on the number of appointments and the intervals between them.
Anyone planning to take the exam in the near future should take these rules into account in advance.

How many days must pass before you can re-register for an exam at a Ministry of Internal Affairs service center?
The e-registration system for Ministry of Internal Affairs service centers stipulates a specific interval between registrations for the same type of service. Re-registration for a theory or practical exam is available only on the 11th calendar day after the previous registration—that is, at least 10 full days must have passed.
This restriction applies to all users of the system and ensures an even distribution of slots among driver’s license candidates.

How many appointments for TSC services are available per month?
During a single calendar month, an individual is entitled to make a maximum of four appointments for MIA TSC services through the E-Appointment system. This limit applies to all types of services combined, not just exams.
This means that appointments for other services—such as vehicle registration or license renewal—count toward the overall limit. Once you’ve used all four appointments, you won’t be able to schedule a driving test for the current month. The limit resets on the first day of the following calendar month.

Booking via a self-service terminal: Is there an additional limit?
In addition to online registration, self-service terminals are available at the Ministry of Internal Affairs’ service centers. However, there are a few important details to keep in mind:
- bookings made via the terminal and via E-Booking are tracked in a single system—the limit is shared;
- the maximum number of appointments via the terminal is also four per month per person;
- you can only book an appointment via the terminal for the current day and only if there are available slots at a specific service center.
In other words, the terminal does not allow you to exceed the monthly limit of four appointments.

Re-scheduling after failing the exam
It’s worth noting the situation regarding re-scheduling after an unsuccessful attempt to take the exam—especially the practical test. The recommended minimum interval is one day. This is because the exam results and video footage must be entered into the relevant registries and information systems. Once the data has been processed, the driver candidate is free to register for the next attempt.
