Where in Ukraine are most mortgages taken out: leaders by region, amounts, and rates in December

In December, Ukrainian banks issued almost UAH 2 billion in mortgage loans, with the largest amount going to the Kyiv region and the capital. Find out what rates are in effect, where most mortgages are taken out, and how the real estate market is changing

In December, Ukrainian banks issued 952 mortgage loans totaling nearly UAH 2 billion. These figures were published in the monthly Bank Survey on Mortgage Lending.

The statistics show continued activity in the primary market and a concentration of mortgages in several regions, primarily in the Kyiv region and the capital.

How many mortgages were issued in December: primary and secondary markets

According to the survey results:

● 539 loans worth UAH 1.1 billion were provided in the primary real estate market;

● of these, 203 loans worth UAH 385 million were secured by property rights to future real estate;

● 413 loans worth UAH 827 million were issued on the secondary real estate market.

Thus, the primary market remains the driver of mortgage lending, accounting for the majority of the total amount of funds issued.

What are the mortgage rates

The weighted average effective rate in December was:

● 8.11% per annum in the primary market;

● 8.66% per annum in the secondary market.

Mortgage portfolio quality: what the data shows

According to the survey, the quality of the mortgage portfolio remains at an acceptable level. The share of non-performing loans is 13%. This indicator is considered relatively stable given the economic conditions and risks of wartime.

Leading regions by number of mortgages

In regional terms, the largest number of mortgage loans in December were issued in:

● Kyiv region — 347 agreements worth UAH 722 million (37% of the total volume);

● Kyiv city — 191 agreements worth UAH 455 million;

● Lviv region — 47 agreements worth UAH 103 million;

● Odesa region — 40 agreements worth UAH 78 million;

● Volyn region — 38 agreements worth UAH 69 million.

Thus, more than a third of all mortgage loans are concentrated in the Kyiv region. Together with the capital, these two regions form the bulk of the market.

Who provided data for the study

During the survey, 38 banks responded, which together account for over 95% of the country's gross mortgage portfolio. Fourteen banks reported issuing new mortgage loans in December.

Despite the activity in December, mortgage decisions require careful risk assessment, especially in regions with increased security challenges. In addition to lending terms and rates, it is important to consider the protection of the property itself.
