What will change for Ukrainians starting June 1, 2026: reservations, pensions, the National Minimum Wage, and electronic employment records

Several important changes will take effect in Ukraine at the start of June. New rules for employee registration, deadlines for digitizing employment records, the conclusion of the main session of the National Multidisciplinary Exam (NMT), pension recalculations, and updates to government programs could affect millions of citizens. Here’s a look at the month’s most significant changes

As of June 1, 2026, new rules and deadlines have taken effect in Ukraine, affecting various areas of life: from mobilization and social benefits to education, employment, and government support programs. Some of the changes will affect employers and employees, while others will impact retirees, military personnel, internally displaced persons, and college applicants.

Among the most important changes are updated rules for reserving employees, the completion of the transition to electronic employment records, the final stage of the main session of the National Multidisciplinary Test (NMT), the possible termination of certain benefits, and the expiration of the period for using funds under the “National Cashback” program. Ukrainians should also pay attention to the deadlines for mandatory medical screenings and changes in the area of social support.

Let’s take a closer look at what exactly has changed with the start of summer and which deadlines you shouldn’t miss.

In our previous article, we talked about the specifics of the housing reform and the opportunities for free housing.

Will electricity and gas rates change starting June 1?

With the start of summer, many Ukrainians are traditionally concerned about utility rates. In June 2026, there were no significant changes for residential consumers—the government is currently maintaining the existing pricing mechanisms for electricity and natural gas.

A fixed electricity rate remains in effect for the public, and most households continue to receive gas under special state support mechanisms. Despite regular discussions about a possible revision of rates, as of June, no new decisions regarding price increases for the public have been announced.

At the same time, experts note that the situation in the energy market remains challenging due to the consequences of the war, the costs of infrastructure restoration, and the need to prepare for the upcoming heating season. This is precisely why the issue of tariffs remains one of the most critical for Ukrainian families.

We previously reported that the income threshold for receiving utility subsidies has changed in Ukraine.

New Rules for Exempting Employees from Mobilization

One of the most significant changes in June was the updated rules for exempting employees subject to military service. Companies designated as critical to the economy and meeting the state’s needs must continue to confirm their compliance with established criteria to retain the right to exempt personnel.

The government emphasizes that employers must closely monitor the validity of the data submitted and complete all required procedures promptly. For some companies, this means re-confirming their status as a critical enterprise and updating employee information.

Key requirements include:

- Maintaining the status of a critical enterprise

- Timely updating of information in state registries

- Compliance with established criteria regarding the company’s operations

- Proper preparation of documents for reserving employees

Employers are advised not to delay document verification until the last minute, as errors or non-compliance with requirements may result in the loss of the right to reserve part of the workforce.

Employment records must be digitized by June 10

The transition period for transferring data from paper employment records to the electronic registry of the Pension Fund of Ukraine ends on June 10, 2026. After that, the electronic employment record will become the primary source of information regarding citizens’ employment history.

Digitization allows employment history to be stored in digital format, simplifies the pension application process, and reduces the risk of losing important documents. You can submit the information yourself via the Pension Fund’s web portal or with the help of your employer.

To transfer the data, you must:

- Prepare high-quality scanned copies of all completed pages of the employment record book

- Log in to the Pension Fund’s e-services portal

- Upload the required documents

- Confirm the submission using an Electronic Digital Signature (EDS) or Diya.Signature

Ukrainians who have not yet completed the process should do so by the established deadline. This will help avoid potential difficulties with verifying work history and receiving social benefits in the future.

In our previous article, we discussed the deadlines established by law, how digitization works, and what documents you need to submit to ensure your employment history is fully accounted for.

The main session of the 2026 National Multidisciplinary Test (NMT) is entering its final stage

June marks the end of the main session of the National Multidisciplinary Test (NMT), the results of which determine the admissions process for Ukrainian higher education institutions. For thousands of graduates, this month will be a decisive step on the path to admission.

It is important for test-takers to closely monitor notifications in their personal accounts and adhere to the established exam schedule. Applicants should also check the required documents and admission rules for temporary exam centers in advance.

Key dates to remember:

- The main NMT session runs through the end of June

- Test results will be released in stages after grading

- The admissions campaign for most Ukrainian universities begins in the summer after testing concludes

- The competitive score will be calculated based on NMT results

Many Ukrainian graduates are also considering studying abroad. If you have questions about admission to foreign universities, document processing, or the recognition of Ukrainian education abroad, you can get help from an education lawyer for Ukrainians on the Visit Ukraine portal.

We previously discussed whether applicants can reschedule their NMT test dates.

Funds from the “National Cashback” program may expire

In June, Ukrainians should check their “National Cashback” program accounts. Some of the funds previously credited under the state support program have a limited validity period.

If the money is not spent by the set date, it may be canceled. That is why program participants are advised to check their balance in advance and ensure that the accumulated funds are used on time.

To avoid losing your accrued cashback, you should:

- Check your balance in the app or banking service

- Confirm the validity period of the accrued payments

- Use the money before the end of the specified period

- Follow official announcements regarding the program

The “National Cashback” program remains one of the tools for supporting Ukrainian producers and stimulating domestic consumption, so it is important for participants not to miss key deadlines.

In our previous article, we discussed in detailthe terms and deadlines of the “National Cashback” program.

Pensions in June: Who Will Receive a Recalculation

In June, some Ukrainian pensioners will receive recalculated payments. This primarily applies to citizens who continue to work after retirement and have accumulated additional insurance experience. The recalculation is done automatically, so most pensioners do not need to submit separate applications.

The amount of the increase depends on the length of service acquired after the pension was granted and the amount of wages from which insurance contributions were paid. For some pensioners, the changes will be minor, while others may receive a more significant increase in their monthly payments.

The automatic recalculation applies to citizens who:

- Continued to work officially after retirement

- Have acquired at least 24 months of additional insurance coverage

- Are eligible for a review of their benefit amount in accordance with current legislation

- Are registered with the Pension Fund of Ukraine

You can check your current pension amount through your personal account on the Pension Fund portal or after receiving your June payment. If a citizen believes that the recalculation was not performed correctly, they can contact the local office of the Pension Fund to verify the information.

Previously, we explained how to confirm your insurance record under the new rules for pension eligibility without paper certificates.

New rules for IDPs and government benefits

In June, state support mechanisms will continue to apply for some internally displaced persons. For many beneficiaries, payments will be extended automatically, without the need to reapply to social protection agencies.

At the same time, the state will continue to verify that recipients meet the established criteria. Therefore, IDPs should ensure their data in state registries remains up-to-date and promptly report changes in residence, family composition, or other circumstances that may affect their eligibility for assistance.

Automatic renewal of payments is provided for certain categories of citizens, specifically:

- Pensioners

- Persons with disabilities

- Families with children

- Citizens facing difficult life circumstances

Experts recommend periodically checking information in personal accounts on government services and monitoring official announcements from the Ministry of Social Policy. This will help avoid misunderstandings regarding benefit calculations and ensure you receive state-provided payments on time.

In our previous article, we discussed the housing voucher program for IDPs up to 2 million UAH.

The deadline for health screenings is approaching

In June, the deadline for mandatory health screenings will expire for certain categories of citizens. The initiative is part of the government’s policy on early disease detection and improving preventive medicine.

Medical professionals emphasize that regular preventive screenings allow for the detection of a range of diseases in their early stages, when treatment is most effective. That is why citizens are advised not to delay undergoing the necessary screenings until the last minute.

Depending on the patient’s age and category, screening may include:

- Basic preventive examinations

- Mental health assessment

- Screening for risk factors of chronic diseases

- Consultations with specialists as needed

Those planning to travel abroad should also pay special attention to their health. In many countries, medical care for foreigners can cost thousands of euros, so it is recommended to purchase medical insurance from Visit Ukraine in advance of your trip, which will cover potential costs for treatment and emergency care while abroad.

Possible changes for certain categories of conscripts

In June, discussions continue in Ukraine regarding a number of initiatives that may affect certain categories of conscripted citizens. Some of the proposed changes concern the procedure for military registration, undergoing military medical examinations, and interacting with territorial recruitment centers.

Not all initiatives have taken effect yet, but Ukrainians who are registered for military service are advised to closely monitor official announcements from government agencies. This will allow them to respond promptly to potential changes and avoid violating established requirements.

Particular attention should be paid to:

- Changes to military registration rules

- Deadlines for medical examinations and military medical commissions

- Updating personal data in government registries

- New decisions regarding certain categories of conscripts

Experts emphasize that information should be obtained exclusively from official sources, as unverified information and rumors often circulate regarding mobilization, which can mislead citizens.

We previously explained in detail that the deferral from mobilization will be processed differently starting May 1.

What national holidays and important dates will be observed in June?

The first month of summer is traditionally filled with commemorative dates, professional holidays, and international events. Some of them have official status in Ukraine, while others are dedicated to specific professional communities or important social issues.

Despite martial law, Ukrainians continue to observe important national and international dates, honoring military personnel, medical workers, journalists, civil servants, and representatives of other professions. Such events serve as a reminder of the contributions made by various groups of citizens to the country’s development and their support for society during this difficult period.

Among the most important dates in June:

- June 1 – Children’s Day;

- June 6 – Ukrainian Journalists’ Day;

- June 15 – Father’s Day;

- June 22 – Day of Mourning and Remembrance of War Victims in Ukraine;

- June 28 – Constitution Day of Ukraine.

Ukrainians should check the current calendar of events and commemorative dates in advance, especially if they are planning to travel, participate in public events, or file documents with government agencies in the days leading up to holidays.
